Police are investigating after the pair were filmed 'getting intimate' in Piccadilly Gardens, in Manchester, on June 20.
A series of short clips, filmed by a passer-by, show a woman in a blue hoodie gyrating on top of a man.
The woman, who wore headphones throughout the encounter, appears to be naked from the waist down.
One onlooker said 'disgusted' members of the public - including children - left the area after the couple refused to stop.
