Disturbing: A Toddler Was Found Strapped To A Fence In Washington State!

On Wednesday night, Matt Knight was mowing his lawn when he heard screams coming from across the street. When he went to investigate, he found a toddler seemingly trapped in a bungee cord that was wrapped around the gate. “I walked over there and the kid, like the photo you saw, was strapped or caught up in some of the bungee strap to the fence,” said Knight. Knight called police but wanted to make sure he took a picture, as police had been called to that home three times before because the same toddler had been seen wandering around unsupervised.
